P.A.'L.A.N.T.E. has a proactive bottom-up approach to preserving NYC's affordable housing stock. In 2016, 177 rent overcharge claims resulted in $2.9M rent refunds to tenants.

Impacted Legislation

  • Organized 40 tenants associations: 5 buildings enrolled in HPD’s proactive preservation program; 3 buildings enrolled in HPD’s alternative enforcement program. 5 building-wide service complaints with DHCR resulted in 343 families receiving rent reductions 65 individual apartment service complaints resulted in rent reductions to each apt. Helped preserve 3,593 apartments: set legal rents, and forced immediate repairs building wide and at individual apartments.

We succeeded in helping implement program changes to 157 City-owned properties. Family members living in Tenant Interim Lease (TIL) and in the Affordable Neighborhood Cooperative Program (ANCP) buildings now have the right to succession that was not granted since the 1970s;

Families at 509 W 134 ST successfully returned to their rent stabilized apartments paying the same amount of rent after a vicious electrical fire forced the 19 families to become homeless.
